“I will take 2 or 5 foreign chancellors only at certain universities, so I don’t think it should be 40 percent but say at 15 percent, it is extraordinary. “There are 2,000 lecturers in higher education, at least 200 to 300 foreign lecturers are ready to work,” he explained.
