Three Universities in Kashmir Cancel Partnerships with US-Based NGO

Srinagar, MINA – Three universities in the Kashmir Valley have simultaneously canceled their memorandums of understanding (MoUs) with the Kashmir Care Foundation (KCF), a US-based non-governmental organization.

The three universities are the University of Kashmir, the Islamic University of Science and Technology (IUST), and the Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST) Srinagar, the Indian Express reported on Monday.

According to official letters from each university, the reason for the cancellation is that, upon review by competent authorities, the MoUs were deemed contrary to “larger institutional interests.”

The MoUs with KCF were originally signed on December 15, 2025. Their aim was to advance educational initiatives through workshops, seminars, and other academic activities in the fields of STEM (science, technology, engineering, and mathematics), humanities, and related areas.

KCF itself is a non-governmental organization based in Atlanta, Georgia, USA. The organization describes itself as being founded with the vision of “empowering Kashmiri youth.”

The University of Kashmir, in a letter from registrar Dr. Naseer Iqbal, stated that the MoU was terminated immediately as it was no longer beneficial to the institution.

The Islamic University of Science and Technology (IUST), through registrar Prof. Abdul Wahid Makhdoomi, also canceled the MoU, particularly regarding collaborative initiatives in emerging technology.

SKUAST issued a brief memo stating that the cancellation of the agreement with KCF was effective immediately.

KCF President Altaf Lal said he had responded to the cancellation letters from each university and vice-chancellor.[]
