Al-Khalil, MINA – Al-Khalil Municipality has firmly rejected the recent Israeli Cabinet decisions that transfer key municipal and planning powers in the city from Palestinian authorities to the Israeli Civil Administration.
In a statement issued on Monday, the municipality warned that these measures constitute a direct and unlawful assault on Palestinian governance and violate international humanitarian law.
The decisions include transferring licensing, construction, and municipal administration authority, particularly around the Ibrahimi Mosque to Israeli control, as well as establishing a separate settlement municipal entity within Al-Khalil.
The municipality stated that these moves aim to isolate Palestinian residents, seize land, and alter the city’s religious, administrative, and security status quo.

Municipality lawyer Samer Shahadeh emphasized that the steps represent a dangerous intrusion into Palestinian civil authority and were taken without proper legal procedure or examination of consequences.
He described the decisions as illegal, disproportionate, and requiring annulment.
The Israeli Cabinet’s approval also includes removing confidentiality from West Bank land registries, expanding enforcement in Areas A and B, and allowing demolitions of Palestinian-owned buildings under the pretext of unlicensed construction or harm to archaeological sites. These changes are seen as steps toward de facto annexation and settlement expansion.
Al-Khalil Municipality called on the international community, the UN Security Council, and relevant bodies to intervene urgently to halt these measures and protect Palestinian rights. The moves are widely viewed as part of a broader Israeli policy to deepen control over the occupied West Bank, undermining the prospects of a two-state solution.[]
