ASEAN FOUNDATION PRESENTS IN HIGH-LEVEL POLICY FORUM IN BEIJING

The Forum themed “Is Global Governance Advancing or Receding in the Inter-dependent World? Perspectives of Developing Countries” was jointly co-hosted by the China Center for International Economic Exchanges (CCIEE) and the United Nations Development Programme (UNDP) China. The event which was held in Beijing on 17 December 2012 was officiated by Mr. Zeng Peiyan, Chairman of the CCIEE and Ms. Rebeca Grynspan, the UN Under Secretary-General and United Nations Development Program (UNDP) Associate Administrator.
At the opening ceremony, Ms. Rebeca Grynspan highlighted in her speech the dynamic of negotiations in the UN leading towards the adoption of the UN General Assembly Resolution in December 2011 recognising the need for inclusive, transparent, and effective multilateral approaches to managing global challenges. The resolution also reaffirmed the central role of the UN in ongoing efforts to find common solutions, Ms. Grynspan added. Mr. Zeng Peiyan recognised that concerns had been raised that existing multilateral cooperation needed to reflect the current international environment and to give developing countries a greater voice. Current mechanism for international cooperation and global governance are often criticized not only for the lack of inclusion and legitimacy, but also for the lack of efficiency in tackling current global challenges. Dr. Makarim Wibisono who spoke in the fourth session titled “How Can China Contribute to More Effective and Inclusive Global Governance?” pointed out that China was becoming an increasingly important player in the world economy. China, according to Wibisono was clearly determined to take its rightful place at the head table of world politics and enjoy its attendant prerogatives, but its government had not yet formulated a clear view of the country’s role as a global power and the commitment this might entail. In terms of China’s contribution to be more effective, according to Wibisono, China could contribute to provide leadership on the innovation on the green industry, provide expectation on the conclusion on global negotiation on development issues, support South-South cooperation, and provide financial support to innovation technology by developing countries in the green industry. This one-day Forum was convened in Diaoyutai State Guest House, Beijing, China, and has brought in global experts in the field including Professor Kishore Mahbubani, Dean of Lee Kuan Yew School of Public Policy, Singapore, Mr. Martin Khor, Executive Director of the South Center, Malaysia, and Professor Paul Heinbecker from Wilfrid Laurier University. Other experts are Mr. Andras Inotai, President of the Research Institutes of International Economy in Academy of Science in Hungary, Prof. Ngaire Woods, Dean of the University of Oxford, UK, Mr. Jomo Kwane Sundaram, Assistant Director-General of the UN Food and Agriculture Organisation (FAO), Rome, Ms. Betty Mould Idrissu, former Minister of Justice, Ghana, Mr. Edward Mortimer from Salzburg Global Seminar, Austria, and Prof. Nataliya Ivanova from Institute of the World Economy and International Relations, Russia.
