Jakarta, MINA – Participants of the 8th Indonesian Muslim Congress (KUII VIII) and the 51st Anniversary of the Indonesian Ulema Council (MUI), comprising central and regional MUI leaders, Islamic organizations, universities, pesantren, and Muslim figures from various regions, have expressed their support for efforts to prevent and address LGBTQ deviant sexual behavior.
These efforts are deemed necessary through a comprehensive and just approach, grounded in religious values, Pancasila, and the provisions of laws and regulations.
MUI Law Secretary M. Ihsan Tanjung stated that KUII participants agreed that LGBTQ deviant sexual behavior constitutes a non-military threat, as stipulated in Presidential Regulation Number 111 of 2025, which officially classifies the spread of LGBTQ culture as a non-military threat with ideological and socio-cultural dimensions within national defense policy.
“The prevention and mitigation of LGBTQ deviant sexual behavior, which is a non-military threat as stated in Presidential Regulation Number 111 of 2025, is a shared responsibility of the government, institutions, families, and society,” said Ihsan Tanjung, relaying the consensus of KUII participants to Republika on Monday.

Based on these considerations, KUII participants agreed to urge President Prabowo Subianto and the House of Representatives (DPR) to immediately discuss and pass the Bill on the Prevention and Mitigation of LGBTQ.
Earlier, MUI Chairman KH Anwar Iskandar affirmed that LGBTQ cannot be considered normal. He stated that same-sex relationships also contradict the Marriage Law, which stipulates that marriage can only be conducted between a man and a woman.
Kiai Anwar emphasized that LGBTQ is abnormal and questioned why such deviant behavior should be justified. “In Indonesia, we have the Marriage Law, marriage is between a man and a woman. So if it’s between a man and a man, it violates the law,” he said.
He further stressed that MUI would discuss its opposition to LGBTQ and the legal sanctions. MUI has also been requested by the DPR to prepare an academic study to be brought to the National Legislative Program (Prolegnas).[]
