Jakarta, MINA – The Indonesian Ulema Council (MUI) has involved a number of experts from various disciplines to draft an academic paper as the foundation for proposing an Anti-LGBT Bill.
The preparation of the document is part of the preparations for discussion at the Indonesian Muslim Congress scheduled to take place on July 24–26, 2026.
MUI Law Division Chairman Wahiduddin Adams said on Thursday that the drafting of the academic paper is a response to public aspirations calling for legal regulations on LGBT issues.
According to him, the paper is being prepared comprehensively, involving legal experts, academics, scholars, and experts from various fields to ensure a strong scientific and constitutional foundation.

MUI stated that the academic paper will serve as a basis for formulating a proposed regulation that can later be submitted through the national legislative mechanism. In addition to examining legal aspects, the drafters are also considering religious, social, cultural, health, and family resilience dimensions, as well as the protection of the younger generation.
Previously, MUI had expressed its intention to push the bill into the National Legislative Program (Prolegnas). Deputy Speaker of the House of Representatives (DPR), Saan Mustopa, stated that the proposal submitted by MUI would be studied and reviewed according to the legislative formation mechanism in the DPR before a decision is made on its continuation.
According to MUI, to date there has been no national regulation that specifically addresses LGBT issues comprehensively. Therefore, the organization considers it necessary to conduct an in-depth academic study as a basis for policy formulation, so that the legislative process has a solid scientific, juridical, and sociological foundation.
The drafting of this academic paper is expected to serve as discussion material at the Indonesian Muslim Congress and enrich the discourse on public policy. The results of the study will subsequently serve as one of the references if the proposed bill enters the discussion stage at the DPR in accordance with applicable laws and regulations.[]
