Cairo, MINA – A senior Hamas delegation led by Khalil al-Hayya has arrived in the Egyptian capital to follow up on the implementation of the Gaza ceasefire agreement.

Sources familiar with the matter said the Hamas delegation arrived in Cairo two days ago as part of ongoing efforts with mediators to secure assistance for Palestinians and advance urgent recovery measures across various sectors in the Gaza Strip, Palinfo reported on Thursday.

Separately, senior Hamas official Mahmoud Mardawi criticized Israeli Prime Minister Benjamin Netanyahu’s decision to sign a memorandum joining the “Peace Council,” calling the move contrary to the Palestinian people’s right to self-determination.

Writing on X, Mardawi said Netanyahu’s entry into the council reinforces doubts, deepens mistrust, and rewards policies of genocide and oppression rather than holding them accountable.

“Values cannot be redefined by political decree, regardless of who issues it. Rights are immutable, and justice cannot be concealed,” he said.

Netanyahu’s office announced on Wednesday that the Israeli prime minister signed a memorandum of accession to the “Peace Council” during a meeting in Washington with U.S. Secretary of State Marco Rubio.

US President Donald Trump announced the formation of the “Peace Council” on Jan. 15. Its charter was signed a week later on the sidelines of the World Economic Forum in Davos, Switzerland.

Although the council is listed among the 20 provisions of the Gaza ceasefire agreement, its charter does not directly refer to Gaza, where around 2.4 million Palestinians, including 1.5 million refugees, are living in dire humanitarian conditions.

The charter describes the council as a permanent international organization aimed at promoting peace and good governance in conflict zones.

It grants Trump broad lifetime powers, including veto authority and the ability to appoint members, a structure that has drawn criticism from observers who view it as an attempt to bypass the United Nations.

The Gaza ceasefire agreement came into effect on Oct. 10, 2025, following Israel’s genocide in the Gaza Strip, which resulted in more than 72,000 Palestinians killed and over 171,000 injured, the majority of them women and children. Approximately 90 percent of Gaza’s civilian infrastructure has been destroyed.[]
