Istanbul, MINA — The Jerusalem Covenant Conference, taking place at the Selectum City Ataşehir Hotel in Istanbul on December 6-7, 2025, has outlined a comprehensive agenda focused on formulating a unified Islamic and international stance against the ongoing crisis in Palestine.

The two-day forum aims to produce the “Covenant for Jerusalem,” a joint document intended to solidify the determination of the Islamic world and the international community in the face of what organizers describe as genocide and the attempted elimination of Palestine.

The conference is structured around several core themes, addressing the situation across all Palestinian territories.

Day 1 (December 6): Focus on Jerusalem, Gaza, and the West Bank

Opening Session: The conference began with welcome remarks, an introduction from the committee, and a general overview of the current situation in Al-Quds (Jerusalem) and Palestine.

Plenary Session: “Jerusalem: Determination in the Face of Liquidation”. This session discussed systematic Zionist efforts to alter the city’s demographics, erase its Arab-Islamic and Christian identity, and the settlement projects encircling its native residents.

Afternoon Session: “Determination in the Face of Genocide and the Siege” (Gaza Focus). Speakers analyzed the dimensions of genocide, the prolonged blockade, obstacles to reconstruction, and legal and popular initiatives worldwide to criminalize perpetrators of war crimes and genocide.

Evening Session: Spotlight on the West Bank. The focus shifted to settler aggression, threats of annexation, and forced displacement projects targeting Palestinian villages and cities.

Day 2 (December 7): Al-Aqsa, Prisoners, Refugees, and Normalization

Session 1: Al-Aqsa Mosque and Judaization This includes discussions on the Palestinian experience in defending presence and worship at the mosque, and the responsibility of Muslim communities and fatwa institutions worldwide to protect the holy site.

Session 2: Palestinian Prisoners and Refugee Rights. Topics include the steadfastness of prisoners, threats to the identity of 1948 Palestinians, and efforts to liquidate the right of return for refugees while weakening the role of UNRWA.

Closing Session: “Determination in the Face of Normalization and Subjugation”. This final theme highlights the dangers of normalization projects with the occupation as a gateway to political, economic, and security dominance in the region. The forum will review initiatives to reject and criminalize all forms of Arab and Islamic normalization.

The conference is a continuation of a long-term process initiated by the Al-Quds International Foundation since the early 2000s to garner global support for protecting Al-Quds and Al-Aqsa Mosque. This year’s meeting is convened in partnership with the Association of Parliamentarians for Jerusalem and the Association of Palestinian Scholars.

It is attended by a broad delegation of political and scholarly elites from across the Arab and Islamic world. Indonesian participation includes the Chairman of the Inter-Parliamentary Cooperation Body (BKSAP) of the Indonesian House of Representatives, Dr. Syahrul Aidi, alongside representatives from humanitarian organizations such as Aqsa Working Group (AWG) and Medical Emergency Rescue Committee (MER-C).[]
