Tehran, MINA – Iran’s Parliament Speaker and top negotiator, Mohammad Bagher Qalibaf, announced on Wednesday that the International Atomic Energy Agency (IAEA) will not be granted any access to Iranian nuclear sites that have been bombed and damaged.
According to Anadolu Agency, the remarks, made during televised comments posted on his Telegram channel, reaffirm Tehran’s strict limitations on international inspections following recent military strikes.
“Parliament itself passed the law, and the Supreme National Security Council has also adopted a corresponding resolution,” Qalibaf stated. “Under this law, no access whatsoever will be granted to sites that have been bombed and damaged.”
The speaker emphasized that Iran will not permit any inspections beyond those already authorized by the Supreme National Security Council. According to Qalibaf, IAEA inspectors are currently only entitled to visit the Bushehr Nuclear Power Plant and the Tehran Research Reactor.

The announcement comes just weeks after a memorandum of understanding between Washington and Tehran, brokered by Pakistan, entered into force on June 18. The agreement, electronically signed by Iranian President Masoud Pezeshkian and U.S. President Donald Trump, is designed to establish a framework for ending hostilities that began in late February. It also addresses sanctions relief, the nuclear file, the full reopening of the Strait of Hormuz, broader regional security arrangements, and a cessation of conflicts across all fronts, including Lebanon.
Qalibaf’s firm stance signals that despite ongoing diplomatic engagements, Iran remains determined to restrict IAEA oversight of sites affected by the recent bombings, potentially complicating the implementation of the new U.S.-Iran understanding.[]
