Hamas Says Talks Underway to Finalize Full Gaza Ceasefire Implementation

Gaza, MINA – Hamas said Friday that consultations are ongoing with mediators to reach understandings that would ensure the full implementation of the Gaza ceasefire agreement, as the group continues to engage with Egyptian, Qatari, and Turkish officials on the next steps, Anadolu Agency reports.

Discussions between Hamas, other Palestinian factions, and mediators are focused on completing the remaining elements of the first phase of the agreement and developing mechanisms for the second phase, according to group spokesman Hazem Qassem.

“The discussions concern the full implementation of the ceasefire agreement, including what remains of the first phase and mechanisms for implementing the second phase,” Qassem told Anadolu.

He added that a delegation from Hamas and other factions is expected to visit Cairo in the coming days to deliver its response to newly proposed approaches. The group is currently reviewing proposals put forward by Board of Peace envoy Nikolay Mladenov, which Qassem described as “different approaches” from previous understandings reached with mediators.

Qassem emphasized that Hamas is handling the political process with “full national responsibility” to protect Palestinian political rights and end the ongoing war in Gaza. “We hope the efforts of the mediators and Mr. Mladenov will lead to compelling the occupation to implement what was agreed upon, particularly the humanitarian provisions of the first phase, and then move to the second phase with all its complexities,” he said.

Key issues for the second phase include the introduction of a national committee to administer Gaza, the deployment of international forces, and discussions on Palestinian weapons. Qassem reaffirmed Hamas’s readiness to hand over governance, including security, to the committee, which is a non-political body tasked with managing daily civil affairs in the enclave. The committee has been operating from Cairo but has yet to begin its work inside Gaza.

On the ground, Qassem accused Israel of committing widespread violations of the ceasefire, including restricting humanitarian aid, expanding the “yellow line” in Gaza, carrying out home demolitions, and continuing to kill Palestinians. “More than 1,000 Palestinians have been killed since the ceasefire entered into force,” he noted.

He called on mediators to take a clear stance against Israeli violations and to expedite the entry of the national committee into Gaza to enable relief and reconstruction efforts. “We do not want the starvation policy imposed on our people to be repeated while the world remains a spectator,” he said.

The ceasefire framework, announced by President Donald Trump in September 2025, includes provisions for the release of Israeli captives, Israeli withdrawal from Gaza, the formation of a technocratic administration, and the deployment of an international stabilization force. However, Israel has continued to violate the agreement, with over 73,000 Palestinians killed since October 2023 and 1,173 killed in the West Bank since the escalation.[]
